It looks good. I suppose that since it's "under construction" you may already know about the several broken/dead links. I'm sure there are plenty of open source folk testing and working on it and it will be fixed, soon.
I know this is minor, but when the page loads my mind sees, "Apache Software Foundation, Mediocracy in Action." I had to reread it a couple of times before I realized it was not mediocracy, but meritocracy -- BIG difference! It's a good play on words.
Overall, it's a cleaner look and a nice simple design.
I am not sure what "under construction" means in this context, but the work that was done only dealt with the stylesheet and HTML markup. Any broken/dead links were pre-existing and outside of the scope of the work that was done at Apachecon.
